Ho-Oh was in the first episode, but that doesn't mean it was 'made for Gen 1'. That notion was dispelled years ago.

The anime was made during 1996, not 1991. Pocket Monsters 2 was planned for a 1999 release. In 1996, they were working on Pokemon 2.

Lugia was made because Gen 1 only had Zapdos, Articuno and Moltres. Lugia was the commercial, toyetic icon for the movie, and was created with that in mind. It's not some carryover.

G/S/C had a very Japanese-centered lore to them between Violet City that was inspired by Nara, the Burnt Tower inspired by Kinkaku-ji, the dance and building architecture in Ecruteak with the legends in the area, and so on. Character-themed Pokemon seem pretty normal when you take the nature of 日本語 into consideration.

You had to manually unequip the seals to be able to box them, and then you'd have to reapply them again on any Pokemon withdrawn from a box. They were still fun. It was a little disappointing to see them gone in gen 5, but on the other hand those games had the fucking metal THUD noise when you sent out a really heavy Pokemon. How? Pocket Monsters premiered on April 1 1997, and the games came out in February of 1996.

They began work on the games in 1990-1991. Their issue was Nintendo's uncertainty, not development issues, meaning those initial characters were likely laid out by 1994, '95 at the latest.

Gold and Silver, on the other hand, had development issues and were originally intended for a 1998 release, one year after the anime released. Just like Zygarde.
