The only thing I remember about her is that I tried evolving my Inkay while I fought her. I had no idea how long I had to keep my game upside-down for so I just held it like that for the entire battle. He is also early enough that most people won't be overleveled unless you only use your starter, unlike the remaining gym leaders afterwards.

Gym leaders are teachers and Dark types use under-handed tactics. You don't want a gym leader teaching the local kids that moves literally called Thief, Nasty Plot, and Sucker Punch are fair game.

Every trainer without exception in X/Y had a bad team, from Gym Leader to E4 to Team Flare to the rivals. That narrows it down a lot. Then there's outright forgettable characters--it may be nostalgia, but I think most everyone who knows Pokemon can name most, if not all of the Gym Leaders from Gens 1-3. The few forgettable ones are Winona, Jasmine and Wallace/Juan, but even that may just be me personally.

Then you get to Gen 4, and while no one's bad, most are pretty forgettable. All have good teams and the characters are fine. Then Gen 5 shit the bed entirely with 0 good or memorable characters, barring Drayden, Elesa and Roxie. Maybe Clay. Gen 6 continued the trend, but it got a bit better with at least most of them being memorable, even if the teams were shit. The only bad X/Y Gym Leaders in terms of character are Grant (literally who) and Ramos, who's nothing. I just wish their battles and teams were better, but hey.

Using a monster to reshape a region like in Hoenn is pushing it. But Galactic using gods to recreate the universe is typical over the top jrpg stuff. Which isn't necessary bad, but it just gets repetitive when all the teams try to conquer their regions or bigger areas.

Also your previous comparison doesn't hold that much water. Pokémon weren't literal gods in the originals. And it's not like Rocket didn't use pokémon like everyone else to further their goals. And they aren't just a street gang either, sure they do activities like that but their influence runs far deeper.

It's like complaining that any game set in the real world has a shitty villain unless they try to get their hands on nukes and threaten the entire world.

If a game set in the real world has villains that DON'T try to threaten the world with nukes, its usually cause they're interesting characters and the story is more about a local setting with local problems with a character driven plot.

Rocket don't -have- to acquire legendaries but they could at least do something that really feels like a threat, or something that makes you want to thwart them. Silph was alright, but with no cops outside or the rest of kanto really reacting to it it felt weird and isolated. And that fucker with a Lapras right outside the "boss room" is still dumb.

The only starter it really fucked over was Quilavas line but considering how it put in work around the first two gyms, it balanced out in a way. If you had Croconaw or lolBayleef, you really didn't have much issue unless you were just bad or unlucky since they both have good physical bulk. If anything, that's where Bayleef came in most handy thanks to its moderate bulk and getting poisonpowder to stop Miltank being too healthy.

The policing seems pretty weird in the Pokemon world. There are police but then in Kanto you have Team Rocket doing seemingly whatever they want and the bike road has been taken over by thugs harassing people who want to go through there.
