It's a Dragon Dancer, so it doesn't need that much base Speed. And OP's prompt was merely to make a Mega Feraligatr that's better than Mega Gyarados, who sits at 81 base Speed. By your logic 98 base speed should easily be enough to accomplish that.

You want to make Gatr greater than Dos? You have two options. Option 1:

Suddenly Gatr doesn't lose as soon as the opponent gets lucky with Scald or Wisp. Can easily muscle past Sableye, along with Alomomola, Slowbro, Suicune, and all those other fat Waters. Venusaur and Amoongus don't like +1 Ice Punchs, and you can run Aerial Ace as a lure. Gatr would still vulnerable to Para, but nobody is that invincible. Give him +40ish Attack, at least 10 Speed, and dump the rest in defenses. Option 2:

I shouldn't have to explain why that would be the best thing since sliced bread. Hell, the spread at that point barely matters as long as it gets at least 30 Attack and doesn't drop any defenses. Shit, give it some Special Attack so it can run Hydro Pump in case Skarmory or whatever is too fat.
