It can be a Dragon-type "permanently", outside of battle, whereas Mega Evolution is characteristically temporary and only in battle. Plus there's the fact that Arceus could lose the Draco Plate (though only if the player chooses) and still retain the move whereas Megas would have to learn Draco Meteor and then GAIN the dragon-typing.

No it isn't, what the fuck? They could just code it to work if it's type is dragon. Obviously it checks for individual species rather than type for compatibility, since Arceus can learn it as any type, so there is no reason those three mons can't be added to that check.

And megas are not battle only, you use mega latios while soaring. There is just no current way to briefly mega them in the overworld, but that could easily be added. "Battles" are not some pocket dimension that unlocks mega evolution, it's all the same world.

Sceptile learns Thunder Punch. And its megas ability is to absorb electricity.

Thematically because it has claws, mechanically for an attack boost and gunk shot accuracy. I would suggest swords dance but Gamefreak seem to be pussies with it.

Espeed would be great on Raticate, and it's a spastic little fuck that already learns Quick Attack, Sucker Punch and Me First.

Fiery Dance.

Give it a rest with signature moves already. Very very rarely you'll see signature pokemon moves being given to another pokemon. Fuck, Luxray went an entire generation with Thunder Fang as its strongest STAB move before Wild Charge was invented because GF didn't want to give Volt Tackle to anything else, even though it would make more sense as the signature move of many other pokemon before Pikachu.
