It's actually pretty usable (usable, not necessarily that good). It has great HP, typing and movepool so it's actually decently bulky and if it ever gets a Mega, we can at least guarantee it'll be even bulkier than it is right now since all it needs is more defense and special defense. Its prevo Chinchou is one of the best mons in LC too.

Flawed, but more than usable in the right environments. Smogon considers it S-rank on the 1v1 viability rankings so that's something. Its prevo Porygon2 became relevant again with Eviolite too and like Chinchou Porygon is great in LC as well.
