Most underage users of any site are mobile or tablet based. That's a fact. You can easily loom that up.

I like that you're critically thinking, but the ratio would certainly change for the better.
Obviously, there was underage and shitposting before the advent of mobile/tabs, but the ratio didn't increase uniformly on each side.
Sure, there are more quality posts, but the ease of use + how many underage mobile based internet users there are has drastically increased the negative side of the ratio, far outweighing what it used to be.

Just look at the last few years, it's pretty undeniable.
