Some part of me wishes that Bagon's dreams of flying had come to naught, and Salamence was this big beefy land-bound tank of a dragon after partially coming out of Shelgon's protective armor. Then his Mega Evolution would have finally given him wings and let him achieve everything he had always wanted, but only for the duration of battle. I'm a sucker for bittersweet shit like that.

Not really. The official art style has stopped using watercolors as the coloring medium since Gen 3. Notice that FR/LG artwork of Clefairy is on pair with both the RS artwork of the Hoenn pokemon and later generations. Not necessary for complete revamps when the art style hasn't changed much.

Shelgon was literally a dragon pupa that created a starting point of Bagon's drastic metamorphosis. And Salamence's belly is entirely covered of Shelgon's shell remains anyway so it's even less drastic than a butterfly change
