Wally is arguably what most rivals should be, at least in terms of combat ability. It seems like these days rivals either have no interest in surpassing you to begin with, or their dreams of ever doing so are crushed repeatedly until they give up and move on with their lives. But Wally never gave up, and while he'll never quite surpass the protagonist, my god did he try harder than anyone who came before or after him.
