It's simple: They don't want the screen to be too dark, it would make extremely hard to see anything with low brightness and would be annoying in general.
Also, this is not a exclusivity of Pokémon, others portable games already have been criticized because of dark graphics/sceneries, so GF toned down it to avoid complaints.
At least, this is what I think that they think.

I'm pretty sure the light on your bicycle comes on when it's nighttime. And it does get slightly darker, although I certainly wouldn't mind if they made it a bit darker.
