Scald isn't viable simply because it's a contradiction. Scald is hot water. Ice melts when hot. Ice types, whether they're also water or not, wouldn't be able to use it because they can't get hot, being that they're ice types. If you simply want it to be given a viable move that had the burn status involved, it would probably have to play on the freezer burn idea, and I believe they already have one, but it's Kyurem specific.

Magnezone had agility as an event move in gen 2 and could benefit greatly from it, reaching 480 with a timid nature and 438 with modest.
