Because the way you're putting it, it sounds like you can get up to 5 pokemon out of a pregnancy and put the pregnant mon in a full team of six, then the mon gives birth and you suddenly have to have 11 pokemon in your party somehow.

Eggs is in the game from a programming standpoint as well.

Actually logistically 3 would probably be the max. With a 5% chance, and a 10% chance with the fertility herb, and for twins it would be a 25% chance, with a 50% chance with the fertility herb. Thing is that the fertility herb would be used up after conception and you'd have to get more from where you'd get it.
