Grass starters are usually reptilian and Water starters are usually amphibious, so they don't usually get Zodiac signs, which are primarily mammals. Snivy got snake (the only reptile on the Zodiac--not counting dragon, which Sceptile I guess ended up getting anyway). Chespin is the first mammalian Grass starter, and it's pretty rodentlike. If Grass and Water starters didn't have the limitations put on them that they do, they would probably have some more Zodiac animals because, again, they're just common animals.

If anything, Fire is the one WITHOUT a pattern at all. They can be birds, mammals, reptiles--whatever. Therefore, they get to be the other common animals that the Water/Grass ones can't be.

It's funny, the Cyndaquil line being porcupines is the line's crux.
Porcupines are considered both rodents and 狸. Cyndaquil exaggerates the "nezumi" aspects of porcupines, to the point of it making looking like a shrew and hedgehog (which are nezumi, despite not being actual rodents). 狸 are "ambiguous feliforms", which features Typhlosion exaggerates by its growing fangs and having a stockier porcupine body, to the point of it looking like a large mustelid (which are feliforms). Quilava is happy medium between these two exaggerations by having the body of small mustelid and the mohawk and tail spines of a porcupine.
As you brought up, them being based on porcupines is also important for the line's concept, since the Japanese words for fire+porcupine are easily modifiable to mean what the line is the walking embodiment of, (fire)storms and volcanoes. Unfortunately, only Typhlosion's name doesn't get lost in translation.
I'm impressed actually, because all the animals /vp/ comes up with to describe the Cyndaquil line are actually not wrong according to traditional Chinese/Japanese taxonomy. Just no one ever goes in depth to see how all these animals are possibly related to each other and how they go with the theme.

Actually, this brings up another point against the zodiac pattern. Grass starters had always been reptiles until Chespin. It's possible that they never HAD to be reptiles--they just happened to all be. It could have been an unintentional pattern.

The same could be said about the Fire zodiac. It could easily get broken next gen just like how Chespin broke the line of reptiles. This could mean that there really isn't a purposeful zodiac pattern either.

There's really no way to guess what the next Fire type will be--no matter what pattern you think exists.

For those of you wondering what the pattern for grass and water types are, I can explain:

Water types have always been creatures that can survive on land and in the water. This is easy to see, as we've had a turtle, an alligator, a mudfish, a penguin, and otter, and a frog. All of these spend some portion of their lives in and out of the water.

The grass pattern is a bit more subtle. The ones saying they were all reptiles are close, but don't quite have it right. Each grass starter has been based on the different body types reptiles have evolved into. Venusaur is a squat quadruped whose legs extend from the side of its body, like you would find on a Gila monster or crocodile. Meganium is a quaduped whose legs stand under its body like an appotosaur. Sceptile is bipedal, like a velocraptor or T-Rex. Torterra is quadrupedal once again but this time comes with a shell like a tortoise. Serperier is obviously a snake, with no limbs present. Chesnaught is an interesting take on the concept, because it is supposed to be like the evolutionary link between reptiles and mamals. It has hard scaled armor and hair both covering it's body. I realize chesnaught is a bit of a stretch but when there are so few general body types I think some creative freedom can be allowed.
