How can other water types even compete?

Better stats/ability/typing/movepool mostly. It also doesn't take up a mega slot that could be given to another non-water pokemon. Not to say Blastoise is bad, just that there's better.

Why do Blastoise's cannons face further away from the front in each successive generation? How are the cannons meant to hit the enemy if they're pointing off to the sides?
