Seel and Dewgong both have a small horn on their head for breaking ice, which is (I think?) exactly what narwhals use them for. A narwhal evo would come out pretty naturally!

Narwhal's do have much weirder heads though, if that's an eloquent enough way of explaining it. Their horns are positioned in relation to their eyes so they can efficiently use them. Dewgong's is just like a head decoration or something. Just a design detail that might be hard to work around.
