Just to put this in perspective, Mega Mewtwo X (which has the highest regular attack stat in the game) has around 220 less attack than a 120 attack mon with Huge Power. A pokemon with 120 attack and Huge Power would have nearly double it's special attack if it's base special attack was 130.

Just give Raichu a Focus Sash or Life Orb instead, way better than any Mega-Evolution can do.

Use another Pokemon to bait out an electric attack, switch into lightning rod Raichu, then set-up or sweep.

Raichu is also a great non-STAB sweeper, switch him onto a ground type with balloon, substitute, signal beam, grass knot, and nasty plot.
