Garchomp is too slow in the current meta to sweep, SD is only used for wallbreaking.
DD gives him some sweeping potential, giving it more than enough speed to shit on latis, Keldeo, Diancie, Ton-t and all that speedy crap.
You could even invest in bulk if you wanted.

I guess I'm just old-fashioned, because any Garchomp team I run involves Baton Passing to get extra speed and Def/Sp.Def so that I can Swords Dance and kill everything. Dragon Dance doesn't seem necessary to me.

Maybe in hail ice type moves do like 30% more damage or something or attacking moves do less damage to ice type pokemon under hail. Weaken fire moves maybe.
Compared to sandstorm or rain or sun, hail just seems so static. It really only does tick damage and blizzard accuracy.
As for buffing ice types just give them some fucking resists. Having only 1 resistwhich is ice lmaoand zero immunities is not okay. Just slap a fairy resist and a dark resist or a water resist and I'd be happy enough.
