Red and Green were asigned as the name of their respective characters. Blue didn't existed (or it wasn't considered as a main character).

Her name is fucked from every angle, and she has no official one because she doesn't properly appear in the games as anything other than a genderbent alternative to Red.

Her name in the Manga is Blue.

In the games, outside of Japan, Red's rival is named Blue.

So her Manga name doesn't work outside of Japan.

So what do we call her? Well, when characters don't have official names, the fanbase follows the Manga's naming conventions, and names them after the game they're from.

For this girl, it's awkward, we obviously can't call her Red. Because that's the Male protagonist.

Seeing as Blue never got a re-release, and yet the Rivals name is still officially Blue, this leads fans to call the girl Leaf, based on LeafGreen. They could have also gone with Fire I guess.

But some fans prefer Green, to match the Red/Blue/Green naming convention of Gen 1.

And then there is the weebtard who insists you must call her Blue anyways because muh Mango or Muh Japan or whatever.

But this is all fanshit, aside from the Manga, she has never been given an official name.

Technically Silver hasn't too, but he is less of a problem because sticking with his Manga name doesn't fuck with localization.
