I've never done a nuzlocke and don't feel the need to. Pokemon's main draw for me is the variety.
I still use set though.

I mostly base it off of design, but if a 'mon is fun to use, than can affect my opinion.
Example: I didn't like Darmanitan at all until I used one in White 2. After using it for that playthrough I actually like it a whole lot more.

Design and overall concept/character (i.e. Before the Mega, I thought Altaria being a weaker/weather based dragon was 2kewl regardless of viability)

Why would in-game viability have anything to do with it? If anything it should be competitive viability because any pokemon can be used effectively in-game at some point. Some may not be as useful late game but early game even a Sunkern could be good. But to answer your question I base my favorites purely on design. Over the last couple years more designs have been growing on me so I've been trying new mons. Magneton, Aggron and Beautifly really shined when I used them.
