Nothing. It doesn't really do anything any more.
It was supposed to be some stupid event gimmick where places like Toys-R-Us could make wild Pokemon encounters happen in there, but it never took off. There was never any exclusive or interesting Pokemon.

People think it was supposed to have its wild Pokemon changes based on connectivity to Nintendo events but that's all we know.

There's no way to get them period. There's some unused text that says that the cave was supposed to change via distribution. It was probably intended to be a system where you could take your gameboy to a Japanese Pokemon Center store and link it up. (they could have probably done it the same way they distributed Shiny Zigzagoon in the states, I guess)

In Japan, you could go to PokéSpots, basically wireless access points in places like the Pokémon Centers and they changed the encounter data
