If you give it magic bounce then it's got the exact same problem it has right now, but it would be outclassed by mega Diancie instead of espeon. The idea is to make it a pivot pokemon with U-turn. By setting up future sights on the switch, you force your opponent to play around that incoming attack. Not a lot of things can just take 120 BP Stab move off of 135 sp. attack without worrying about it except for dark types, and trying to block it with a dark type is predictable. By forcing the opponent to play around incoming psychic bombs, you force them to play defensively, and opens up more options for you. Switches that wouldn't normally be safe become safe, you opponent can't send out their check because future sight would kill them. Mega Xatu wouldn't be particularly strong on it's own, but witha team built around the pressure it exerts, I think it has a better chance at viability than just slapping magic bounce on it and calling it a poor man's diancie.

You are right about the stats, it should have 5 less in each defensive stat so it can get 115 base speed. Maybe 120.
