I think it would, but it wouldn't be insanely overpowered.
If Chomp uses DD with dual stab + coverage, it's going to run either SD, sub, or 1 of stone edge or fire blast. This means that, assuming it has dragon stab - which might not be that great on it in this fairy economy - it gets walled by either togekiss or ferrothorn, the latter of which is really common on balance teams.
Not to mention Unaware users like Quagsire and especially Clefable, though I'm not sure how either of them fares vs. MegaChomp's massive attack stat (for DD sets, unless you want to bluff a scarf or Rocky Helmet lead set, or are really paranoid about sableye burning you and want a Lum Berry, Mega Chomp is better for the added bulk, as you're boosting speed anyways). I dunno, I'd have to do calcs. Speaking of Mega Chomp, it might have 1) the attack stat to still bust up unaware users and walls hit neutrally by EQ, and 2) bulk to live hits from revenge killers like Talonflame (maybe even band, though not likely), Weavile or mamo's ice shard, and especially Bisharp (who gets fucked by sub anyway). We would probably see a rise in these revenge killers as a result, like for instance a lot of talonflame on balance (running SpDef sets wisp, taunt, bulk up, etc. to check fairies and stallbreak) would now be forced to choose whether to check fairies or this scary setup sweeper.
And Lando-T is already common enough as a pivot, but without HP Ice it can't really hurt Chomp toooo bad (EQ probably 2hkos mega chomp, but you could maybe EV it to be 3hko'd).
Another interesting thing is that it gets hard to predict what kind of set chomp wants to run - rocky helmet lead, scarf, dedicated DD, dedicated SD, Sash with rocks + SD, or double dance are all. We all now Smogon has a history of banning things that are too unpredictable (see Greninja, gen IV chomp, gen IV salamence, and more), and not just for being overpowered (Gen V exca, Mega Mom).
