This makes sense though. With not two but SIX wings, Hydreigon most likely lives a locomotive life of always being airborn. From a biological stand point, this means the legs would've become vestigial limbs.

That's actually my favorite design point of Hydreigon. Its pupil-less eyes both convey it finally being able to see after evolving, and its terrifying nature. No need for Toryiama eyes like most Pokes have.

I don't personally hate it, it just has something that seems off to me.
I mean, some pokemon are usually accused of being digimon (which I find stupid), but in Haxorus case it's the first time I've felt it would fit better in some MonsterHunter game.
