In the world of pokemon, would you be allowed to sell pokemon you catch, for money?
Or collect a requested pokemon for money.
This does not involve stealing a pokemon, or taking it from the safari zone.

You can use in-game money, pokedollars, to buy coins. Those coins are redeemed for the pokemon. Pokedollars > Coins > Pokemon.
That is currency tendered in exchange for services or goods. In this case, pokemon.
Regard the legality of the practice... Poaching is illegal, Rocket was a criminal organization. It depends on who you buy from.

As long as you don't poach it's fine.
