I wouldn't agree with having Kalos last since they're my fave elite 4, but I can understand why they would be since Diantha was so underwhelming as a champion. Aside from that, Siebold, Malva, Drasna and Wikstrom were pretty endearing and unique, and stood out to me a lot, despite being one-shot characters. While gen 1's E4 didn't really stand out to me much except for Lorelei's side quest in Sevii Island 4 and your rival being the champion. To each their own though.

Unova has the best gym leaders. They have more character and most have interacted with you outside their gym or helped you out.

While not a gym leader I just want to say that Aaron is the most forgettable character ever. His dialogue might just as well be a template for how universal it is, it's just "i like bug pokémon because they are beautiful and tough" which could be said about most types really, without showing any form of personalty while saying it. No other character mentions anything about him either.
