That's not a western thing, it's an NoA thing. They've always been pretty infamously prudish (see also: Mortal Kombat). I have no idea why people are suddenly getting up in arms about this. We still get all sorts of raunchy shit in Western-made games that aren't affiliated with Nintendo.

Bayonetta is rated M so there's really no reason in censoring it, besides they embraced the whole "She's a strong, independent woman who don't need no man" to avoid accusations of misogyny, so censoring it would've been counter-productive in that situation.
