I can only see it ending in a couple possible scenarios given how shallow Pokemon is as a show (which is fine since it's a show meant for children and marketing).

If Serena ends up leaving at the end of XYZ, it'll probably be like Movie 5 where she'll give Ash a kiss or hug before running off and telling him they'll meet again one day (using their respective goals as a motive for them separating). That or Serena will just have some internal monologue at the end where she tells herself that she'll confess the next time they meet or once they've achieved their dreams.

If Serena stays for the next region, it gets a little more complicated. Because they'll either have to keep her beta to milk the ship more or run the show with Ash actually in a relationship. They could easily make the relationship rather unobtrusive and continue the show without changing the tone. Or they might just reboot the show without Ash.

I personally hope for the two being in a relationship in the next region because I think it'd be interesting to see how the show is written in such a scenario. But I also think it's significantly more likely for Serena to be written off than for the writers to actually have Ash in love.

I actually agree with this. As much as people joke about the two being basically married already, there actually isn't much to change about the two's interactions if the writers wanted the two to get together for the next region.

The style of the show makes it so that very little focus would be needed on the two's relationship. Ash and Serena are already nice enough to each other and are already supportive of each other. Ash is pretty gentlemanly in XY, and Serena is already very sweet to Ash. Maybe Ash would give a few more compliments, and the two might hold hands a bit more often. Serena might be less beta and more willing to reprimand Ash. I'd actually find that pretty entertaining.

I used to love watching Megaman way back when, and I looked up almost all of the episodes that never aired in the US. I think it's possible for Pokemon to go a similar route with Ash and Serena if it wanted to. Thinking back, Lan and Mayl from Megaman were considered a couple for a good part of multiple seasons, but it never interfered with the show at all.

The two interacted with each other completely normally 99% of the time with an odd sigh every now and then from Mayl because of Lan being too focused on netbattles or whatever they were called. And the 1% of the time that they did interact as a couple, it was usually played for a laugh or just as a casual offhand thing. Other than that, the two just hung around each other a lot and were supportive of each other.

There might be one episode a season where the two would go do something couple-like (like an amusement park), and even then, it would always give way to the monster of the week. Pokemon could easily have one episode a season where Ash and Serena are walking around a Pokemon festival or something only to have TR interrupting.
