I think so. I think she was the personification of 'inner beauty' or that a good personality is as important as good looks.

In a way that makes Millefeui and Nene opposites and it makes sense for Serena's storyline. Nene looks unattractive but is friendly and has a nice personality, Millefeui is more visually appealing but has a shitty personality and is more shallow. Serena and Shauna have both qualities which is why they prevailed and not them.
