Razor Leaf is all you need on him in gen 1. You get crits for days.

Toxic+leech seed is glitched so they use the same damage counter. Leech seed ends up restoring twice as much health each turn which can be immensely useful if you just have some patience.

Toxic/Leech Seed/Razor Leaf is fun.

Razor leaf always crits.
Leach Life scales with Toxic (which he can learn via TM).
He's arguably the best in G1.

He actually gets one of the better movepools.
Toxic + Leech Seed triggers a stupid recovery after 3 turns.
Razor Leaf is essentially 168 base power, considering the 92% chance of critting.
Finally there's Body Slam or Hyper Beam, or even Substitute for the final slot.
