Because the first stage is designed to be cute while the final stage is designed to be badass/cool and the middle stage is just left to be an awkward fusion of the two without totally being one or the other.

A lot of them don't. Quilava, Bayleef, Grovyle, Servine, Dewott, Frogadier, and Braixen might even be the best in their lines. I only feel like Combusken, Marshtomp, Prinplup, and Quilladin are notably awkward.
