I'd go with Terriermon as well. Although it's popularily, I feel, is mostly due to the fans liking him so much. I think the higher ups realized that and started upping his exposure.

If I have my facts straight, Terriermon first appeared in the Digimon Movie (The english release of which is some strange combination of two Digimon features, the one with Diaboromon and the one with Cocomon). He later appeared in Digimon Tamers, the third series.

After that all my information stops since I stopped watching the shows. I do know that Terriermon is prominently featured in the Cyber Sleuth game as one of the three starting Digimon you can choose at the beginning of the game.
