Wigglytuff for me. It's not perfect, but Competitive + Fairy typing is pretty damn effective against Intimidate leads, and throw on an Assault Vest, and you've got a mon with a surprising amount of bulk.

Wigglytuff is the type of mon that either works and wrecks shit or it doesn't and then you get fucked.

Clefable is just plain superior and it's so painful to me, who always enjoyed the design of the Tuffer more.
