It's infinitely better since it still increases confuse damage on special attackers without having to worry about their attacks being boosted.

And if your pokemon would get 1HKO'd by a twice boosted pokemon, that means it would get 2HKO'd by an unboosted, and you aren't very good if you are using a confuse move on that frail of a pokemon
