The only way i see this happening, is the anme having something to make pikachu ale to devolve after evolving into raichu.
But would that happen, it should be made in game for pikachu only from a marketing standpoint, but i guess it'd spread to other mons. Unless the make a special pikachu event just for this.

Who fucking cares? Mega evolution for Raichu doesnt mean shit to Pikachu, you cant evolve cosplay Pikachu but you can evolve a regular one. We get Pikachu clones in every generation, if they were so worried about Pikachu's being special they wouldnt create his clones
