Considering what the Pokedex is, in-universe, there's no reason to not take it at face value.
Magicarp can't hurt anything because literally everything else is stronger. So what it can do with Splash is just the baseline to how strong every Pokemon is.

The only question it brings is the humans not dying, but then, maybe the Pokemon universe humans are supernaturally strong too?

Assuming a mon is high enough level, it could fuck over pretty much anyone in /vp/. The best someone on /vp/ could hope for is maybe fucking up a basic bug mon like Caterpie, but even those can launch implausible amounts of webbing and bite with a surprising amount of force.

I'm assuming that we're talking about just beating down mons with our bare hands. Bringing tools like knives or guns into the equation changes it a bit.
