It's a Dragon-type, and pretty much every dragon barring M-Sceptile And M-Ampharos can learn Flamethrower. and the other members of its trio can learn not just Flamethrower, but Fire Blast and Overheat.
Maybe if you took away half of his special move pool. Its move pool is ridiculous as it is. It gets way too many moves it has no business having.

To be fair, Kingdra lives at the bottom of the ocean, where breathing fire would be pretty useless, while Gyarados seem to be found fucking everywhere you don't want them to be and are specifically stated to show up and rampage until everything around them is burned to the ground.

Okay, maybe the last one is nitpicking too much, but, it's just something that seems appropriate.
I admit I used it but it's pretty silly how over centralizing it is. It's almost as bad as stealth rock but the difference is that stealth rocks existence outright makes a lot of pokemon unviable

Scyther's the best of those, and it'd still struggle to get by Steel-types. Vivillon has the same problem while also needing to spend time boosting if it wants to do any real damage, among other issues. I can't see what Armaldo's niche would be in the absence of SR, since it's never been anything spectacular and has only suffered with the changing of the generations. Vespiquen and Articuno aren't going to be able to overcome the shittiness of their defensive type combinations just by taking SR off the table, and vanilla Charizard lacks the speed or power to compete with the terrifying power creep of Gen VI.
