Tyranitar would still murder it with Stone Edge. Becoming vulnerable to Earthquake and all the faster Dragons is bad. While not as horribly unsynergic as Air Slash, Dragon Pulse is still very meh and M-Charizard would be heavily strapped for moveslots between STABs, Focus Blast, Solar Beam and Roost. Also becomes vulnerable to all the grounded hazards. On the bright side it takes 25% from pebbles instead of 50% upon switchin, has better matchup vs various water types and becomes an electric check instead of being checked by them. Not horrible, but Fire/Fighting or Fire/Grass would be much better for a Drought user than Fire/Dragon, which is otherwise one of the best typings in existence.

It's Rock/Fairy not Fairy/Rock, megas only change the secondary typings. Anyway it would lose secondary STAB. Typing + ability is broken with that movepool so it has much easier time switching into things, but it's still pretty fragile as it is and can't wallbreak as effectively as with STAB Diamond Storm. If you really want to improve Diancie, make vanilla one a Mew clone with flat 100s in base stats so it isn't outsped by everything on the mega turn and has less retarded stat distribution.
