Bad Bulbapedo influence, I guess.
I saw her called Blue by Japs (like on Pixiv tags, etc) before the Jap Wiki (linked to Bulbapedo, Wikinezka, PokéWiki, etc) got "Leaf" article, directly traded from them.
It's a really retarded fan-name, like Soul for Lyra/Kotone and don't make much sense in Japanese since you have Leaf and Green, it looks just stupid and out of place.
You probably know Kanto and Johto Protags (and Blue was the one which wasn't introduced in original R/G/B/Y games due to cost cuts, she's not a new character as was seen on manual, Origami comics and was directly adapted into Special) were called after games, two mangas (Special most known from it) continued this tradition with new characters, who had such names in beta phase (like Black and White, which were popularly called like that on this board, before Touko/Touya were revaled). Then in HG/SS Gold got dubbed as Hibiki/Ethan (Kenta would fit more), Lyra introduced, Silver and Crystal still didn't get their new names yet.
