Literally used by shitters* It's a general use thing that has no place at high level play outside doubles. Very few things it does that aren't done better by something else. It just fills multiple roles at once, which is why it's so attractive to shitters.

4kids actually, in the original Japanese dub Pokemon can speak their name and sometimes they make animal noises, the animal noises were all dubbed by 4kids for some reason.
