The way I see it there are two general approaches

Either you could start with a raster image and convert it to a SJIS raster by picking the characters that most closely match the corresponding image element (medium-easy)

Or you could do line deteciton and try to actually retrace the lines themselves using characters (hard difficulty). Or perhaps a combination of both approaches? (Per-character raster replacement that tries to locally match lines)

Depends on what you mean by best, really.

Since I'm a Haskellfag I would write this in Haskell, no questions asked. The advantage of Haskell is that it lets/requires you to be extremely explicit about what exact data representation you're working with

So for exmaple, if you wanted a 2D grid of UCS code points, you could use an Array (Int,Int) Char. If you want an efficient packed (UTF-8) representation of an unicode string, you would use Data.Text.Text. If you want a string of octets (e.g. SHIFT-JIS encoded), you would use ByteString.

Weakly typed languages on the other hand make it easier to accidentally apply the wrong conversion (or be ignorant of a conversion taking place), both of which are what gives rise to encoding failures in real-world software.

Can't make any suggestions on what language to use though, since that depends on your programming ability and nothing else. What languages are you comfortable with? etc.
