From what I understand, the reason why loli threads are only allowed on /b/ is because /b/ is moderated by FBI or something like that, so if the threads derail into 3D discussion or posting, they can catch those people more easily.

But now that we have pass exclusive boards, they could easily remake /l/ as a pass exclusive board to encourage lolicons to buy passes and to catch real pedophiles more easily if they start posting 3D, since there's a money trail and everything? It might start a trend of pass exclusive boards, even.

FBI has their own archive of 4chan with extra IP-tracking capabilities. Whenever illegal content is posted, mods specify that in their bans and the FBI is notified. They are not limited to one board.
