Why is it so great? I just started playing as A2 and it's been pretty average so far. Do people just like it because of the genre switching and title cards and credits popping up randomly?

I think this is one of those times where story and characterization > gameplay, for people who advocate for it. Certainly was for the first Nier, although Automata has perfectly serviceable gameplay.

We're so inundated with games of heroes saving the world and protecting everything, that it is refreshing to on occasion get a story where the protagonists aren't always in the right, or the lines of what is right and what is wrong are a bit blurry.

This is also why edgy hacks like Gen Urobuchi are popular with a significant portion of people who like anime. It subverts expectations.

My only gripe with this game is the same gripe I have with every platinum game: there's not enough of the core gameplay compared to everything else, especially in the 9S route but I guess that's understandable since his hacking mechanic is pretty important to the gameplay.

Also I didn't expect to like the side quests so much, I almost thought about refunding it because the first couple ones were shit like 'get me 4 parts' and I was worried it would be shit tier MMO questing but the later quests actually made me feel something for the characters.

Even this super short quest with the shut in was memorable to me.

Not sure if you can start the quest in route C.
Is Emil riding around?
Talk to him.
Then go to nearest Lunar tear location.
Abandoned Mall is probably fastest to get to.
If you can interact with Lunar tear, do it and it will start the quest.
If you can't, try using chapter select and do it in later parts of A/B route.
