Loki has been in fact outclassed in every regard.

Invis -> Octavia
Decoy -> Complete useless trash
Switch Teleport -> outclassed by Ash Teleport
Irradiating/Radial Disarm -> The only decent ability but with frames that not only have CC but actual DPS there's really no reason to choose it over them.
As a solo frame, Ash completely overshadows Loki as well.

Loki is like an idea guy, he just disarms and expects everyone else to do the actual work.
