Dapples are pretty well balanced, but Dualies, both pairs, are pretty much Nzap with forgiving shots and mobility subs in addition to having a roll for certain situations where regular shooter capabilities are not enough. The problem isn't that they're too strong, but rather that they both have little reason to use their rolls for offense. Defense, sure, that happens, sometimes on accident. They're also better Aerospray in a way, nerfing their mobility without rolls will make them more distinct, more risky and raise skill floor, but won't hurt effectiveness much.

I accepted we lost when one guy was inking everything on the way up to the middle with an N Zap and at the end when I killed everybody he was still swimming from the spawn to the middle and stopping now and then instead of helping me ink the centre of the stage and maybe take the lead just slightly

This was mined back in 1.0 and 1.1, so they've probably fixed the beret by now.
