I consider Frisk and Chara to be, like, two sides of one person. Frisk is basically Good Chara, Chara is basically Evil Frisk. Chara is Frisk's killing intent, murderous impulses, and chocolate & candy craving. I always keep them together in any swap scenario I come up with.
... But what if Chara was swapped without Frisk? What if, Frisk fell and woke up the essence of Asriel, or Sans, or Mettaton? If Chara's essence bleeding into Frisk gives them Chara-like behavior and impulses, what would happen with someone else?
What if Frisk had to struggle against Sans laziness and desire to give up? Or, Mettaton's glamourous traits affecting Frisk's flirtatiousness? Or Undyne's determination and heroism making Frisks' own determination and morality increase to absurd degrees?

Everything he did, was ultimately a result of being in a terrible state of mind after a ton of traumatizing stuff and inability to feel love while also being given a power that lets him do anything without consequences.
Ultimately, Flowey only killed because he knew that he can easily revive them like it never happened, and he only begun doing it because he was curious and could easily undo it at any time.
When Asriel was able to revert to his normal loving compassionate state of mind, he regretted EVERYTHING and felt terrible about his own actions. There's no need to punish him because he's already beating himself up over it.

I never said anything about a moment of regret. I said that he reset to before he killed, and then let time pass without his involvement. Out of boredom from seeing everything, but still he had no real desire for permanent killing at that point, unlike Chara who wiped out the world in the end.
I made no mention of whether Chara or Frisk was doing the initial killing. That's all Frisk at first, but also due to Chara's unconscious influence. The circumstances are very different though. In TP, the humans fell in long intervals, at the very least a generation must have passed between the sixth and Frisk. The families are likely dead, with the previous fallen remaining as little than family urban legends. Whether they tell the truth or not is another question, but it's encompasses a long period of time nonetheless.
In a hypothetical scenario of Asriel and Chara succeeding, there are two possible options. One is that six humans are killed, but the survivors will speak of a terrifying creature walking into town with a corpse and killing people for seemingly no reason. Even if they claim the monsters are harmless, the writing would be on the wall.
The other is that Asriel and Chara level the entire village, which would basically be an open declaration of war no less. Sure, if you want to be cynical, even TP could lead to another war, but the situation is much more stacked against monsters if we assume the plan succeeds.
