A reasonable assumption would be that they have a similar damage falloff to the old system, but the primary method of making them ineffective at longer ranges is spread.

Even if the damage very slowly falls off like a rifle, hit less pellets and you're doing less damage anyway so it naturally balances itself out. Fine numbers matter so little anyway.

The timing is tricky with Thermite charges because the burn time is shorter than the time it takes to attach a battery. If you start to attach it when you hear it burning, you're too slow and it blows you up. If you start to attach before Thermite clicks the button, the shock will destroy it, even if the burning has started.
The timing used to be even tighter for Hibana charges, because it was only vulnerable to shocks if it hadn't started to burn. Now, this change makes it so that you have time to run over and attach a battery, even after the burning starts, and you are still able to successfully shock them.

Everything rendered has a memory weight on the GPU. They have design guidelines that specify how much can something take from the memory. Let's put Jackals default headgear for example.
Lets say that their guideline state that the topology and textures of that headgear cannot exceed 10MB of RAM to get rendered (totally made up number, just roll with it) and it was currently using 15MB, fixing the "memory budget" for it would mean that it nows uses less memory, that fix, times 100, means that a lot of wasted RAM now is being actually used to reach your framerate target instead of wasted into rendering models that where designed out of the guidelines.

tl;dr they fixed a lot of things that used more RAM that they where actually intended to and now all that reclaimed RAM is being actually used more efficiently

I can't post the uniforms since they're not really in the game, but in the live version at the moment if you go to those characters the Uniform customization option is locked. It's not on the TTS.

You can't customize anything on the TTS with new cosmetics when you're offline and knowing ubisoft we'll have to wait for a bundle with the uniforms themselves to come out.
