So start as a vassal, and just expand. You can pick whatever duchy you like as main title and then later on, once you have the manpower, fight for independence. After that you can pick the "New Kingdom" decision. First past the post = most votes in the province wins
Jefferson Method = highest average of votes in provinces wins
Proportional representation = votes gives representattion 1 to 1

What this means is that initially the largest party with the most suporters will always win an election with first past the post. In Europe, this means the conservatives will always gain power, since they have the most national support at the start of the game. But as the amount of provinces with a liberal majority increase, they can overtake the conservatives and monopolize power. FPtP favours the largest party/parties consistently by baring smaller powers from getting into government.

The jefferson method will probably distribute seats at a state level, and by means of the highest averages, meaning most parties will get representation, but the smallest will be marginalized and the largest will be favoured. Which means you can effectively bar fringe parties from government and force centrist coallitions into power.

Proportional representation means all votes are counted at the national level and representation is given accordingly, meaning small parties can act as supports for each other and can help eachother to power through coallition governments.

If I understand the mechanics correctly, when your government wins and election or is changed, the people gain militancy based on how well represented they feel. Thus the voting system reforms will make people gain less militancy if their party loses, because they'd have received the correct amount of representation in the election.

It's a novel idea, but since the game's political system is trash it makes very little sense to care about it. But if you do press the button, it SHOULD adjust the voter's ideology to correspond with the people's ideology.

To be fair, you have to have a very high IQ to understand Europa Universalis 4. The strategy is extremely deep, and without a solid grasp of theoretical physics most of the mechanics will go over a typical player's head. There's also Johan's nihilistic outlook, which is deftly woven into his writing- his personal philosophy draws heavily from Narodnaya Volya literature, for instance. The fans understand this stuff; they have the intellectual capacity to truly appreciate the depths of these references, to realise that they're not just funny- they say something deep about LIFE. As a consequence people who dislike EU4 truly ARE idiots- of course they wouldn't appreciate, for instance, the humour in Johan's existential catchphrase "This game of course features Führer Mana" which itself is a cryptic reference to Turgenev's Russian epic Fathers and Sons.
