Ever since the rescale it's not exactly fragile considering it's miniscule size. The only problem the locust really has is that it doesn't have the tonnage for proper heat dissipation.
As for your point about the average assault mooks, you don't want the average player or konger to be your aspiration in this game. The average player is shit and half of them are even shittier than that. 400 on an assault is two thirds of what you want on average.

med laser skirmishing is very powerful on the right platform, and 2A does it well

if you like it you could also try out a wolfhound since it goes a little faster and with a ton more armor, while carrying a similar loadout

mrm's are supposed to be used like lbx's for maximum effect, the medium range is just a plus on top of that since it's got enough ammo per ton to spray with impunity, and a low enough spread to hit the whole salvo on bigger mechs even at medium range.
A relatively low ton, low heat, medium range lbx 60 is nothing to laugh about.
Though masc is needed for maximum effect imo
