Okay, based on the image posted by WaifuHunter, it seems that he was lying about his class.
But this is not true.
After that, he said that he should stop joking. And explained that he was a Caster.
However, the night before the trial quest, Holmes made a contract to become a Chaldea Servant. And at that moment, his Saint Graph 'changed'.
It turned him into a Ruler. This is probably why he possess Territory Creation from Caster class but not Ruler-class' skills like True Name Discernment or Magic Resistance.
In addition, Mashu stated that Holmes fits the role of an arbitrator, so he can be summoned as a Ruler.
But, according to Mashu, the Rulers in Chaldea (Jeanne, Martha, Amakusa) claimed that in Holy Grail Summoning, only Saints can become a Ruler.
However, that does not apply to Chaldea Summoning. Non-Saints can become a Ruler as well using Chaldea Summoning.
...just thought I should clarify some things that people are debating/discussing about.
tl;dr: Holmes was a Caster, turned into Ruler because of Chaldea.
Normal Grail Summoning can only summon Ruler Saints. Chaldea can summon any Rulers.
