Play P1 so you finally play a Persona game with a decent combat system. P2's combat is shit though. Either rush it and enjoy the superior story or just cheat your way through with a lvl99+no random encounters cheat. Play IS first then EP. If you get sick of IS after finishing it don't bother with EP.
