Just use her with her base kit. Inherit a reposition skill onto her because fliers need them and she's gold.
At worst, She gets mileage on my team just being a draw back jockey, but usually I end up using her to wall and duel reds or snipe mages. Mine's +spd so 37 lets her double most things with buffs, and against anything that can retaliate that means she gets Luna on the 2nd attack and typically OHKOs.

Her defensive stats are valuable not because she'll be invincible and wall some blue powerhouse entirely, but she's fast enough and has enough res and def to not get OHKO'd by most serious red/blue threats where most fliers can't. Being a versatile bait unit that can also kill things on player phase is pretty valuable, it offers a tonne of flexibility.

firesweep and defiant atk just don't fit together. she's not gonna take a hit while attacking and baiting with 25 spd is often not a good idea especially if you don't retaliate. deathblow would be better. though you could theoritically use reciprocal aid but that would be very situational and she a waste as she would still only hit for tiny damage thanks to her awful speed.

This is the build I use for her. Savage blow would be better for the C slot, but I don't have any such fodder.

Celica has more speed and a higher speed cap thanks to Ragnarok. Blades are automatically worse due to the speed alone, not to mention the lower arena score. She also doesn't need a buffbot, and usually only needs +4 atk from a hone or spur to 1HKO most Hectors. Your main nuke is supposed to be blue, green or colorless, anyway. Celica handles the token red's job of being the counter-counter best.

FE has an established fanbase and people are more willing to shell out cash for characters they like, regardless of their combat viability.
